MOFCOM SCHOLARSHIP-CSC Program（Enrollment Guide）
The MOFCOM Scholarship–CSC Program is funded by China’s Ministry of Commerce and administered by the China Scholarship Council. It supports mid-career professionals from developing countries for English-taught Master’s (2–3 years) or PhD (3 years) programs in applied fields such as trade, government, agriculture, and health.

Overview
The MOFCOM Scholarship–CSC Program trains mid-career professionals from developing countries for English-taught postgraduate study in applied disciplines including government, trade, foreign affairs, agriculture, technology, education, culture, and health. It is administered by the China Scholarship Council (CSC) on behalf of China’s Ministry of Commerce.
Coverage
Tuition exemption, including teaching material fees, research and survey fees, English-taught program allowance, and dissertation guidance fee. Free on-campus accommodation. Annual stipend: CNY 36,000 for Master’s students; CNY 42,000 for PhD students. One-off resettlement fee: CNY 3,000. Free medical insurance. One-time round-trip international airfare at enrollment and graduation, plus up to n−1 annual home-visit round trips (n = enrolled program years, maximum 3). Funding is contingent on passing annual review; postponed graduation is not funded. Spouses or dependents may not accompany.
Eligibility
Applicants must be citizens of a developing country other than the People’s Republic of China, under age 45, physically and mentally healthy, with at least three years’ work experience. Master’s applicants require a Bachelor’s degree; PhD applicants require a Master’s degree. Preference is given to public officials at division level or above (or equivalent), senior managers in enterprises or institutions, or academic backbones of universities and research institutes. Applicants must register for an English-taught program.
Application
Applications must be submitted through the Economic and Commercial Counselor’s Office (ECCO) of the Chinese Embassy in the applicant’s country. Applicants must obtain host-government approval or recommendation where required. Online application is made via www.campuschina.org → Scholarship Application for Students: Program Category Type A; Agency Number 00010. Offline documents must be submitted to the host-government authority and/or ECCO as instructed. Applications without ECCO recommendation are not considered.
Documents
Required documents include: online and printed Application Form for MOFCOM Scholarship–CSC Program; highest diploma and academic transcripts; study plan or research proposal plus resume of education and work experience after high school; two recommendation letters (from current employer and academic referee); Foreigner Physical Examination Form; English proficiency certificate; valid passport copy; and Certificate of Non-Criminal Record (issued within six months). All documents must be in Chinese or English, or accompanied by notarised translations. Originals of diplomas, transcripts, physical examination reports, and language certificates are required for on-site verification.
