Southern Medical University awards the Guangdong Government Outstanding International Students Scholarship for Freshmen, funded by the Guangdong Provincial Government. It provides one-time monetary rewards to self-funded international freshmen across all majors: RMB 30,000 for doctoral, RMB 20,000 for master’s, and RMB 10,000 for bachelor’s students. Applicants must meet age limits and, for Chinese-medium bachelor’s programmes, submit valid HSK evidence.
Shandong University Jinan Sister City Scholarship
The Jinan Sister City Scholarship, funded by the Jinan Municipal Government and hosted by Shandong University, supports international students from cities officially twinned with Jinan. Degree students receive up to CNY 25,000 per academic year; long-term non-degree students receive up to CNY 20,000 per academic year for up to two years. A separate Distinguished International Students Scholarship covers shorter language, professional, or exchange programmes.
Wuyi University Fujian Province Government Scholarship
Wuyi University participates in the Fujian Province Government Scholarship for international students pursuing bachelor’s, master’s, doctoral, or long-term general scholar programmes in Fujian Province. Applications are submitted directly to eligible Fujian higher education institutions annually from May, with required documents including institutional recommendation, notarised academic records, physical examination forms for stays ≥6 months, and a study or research plan.
Shanghai Government Scholarship of Shanghai University of Political Science and Law
The Shanghai Government Scholarship at Shanghai University of Political Science and Law (SHUPL) is a local government award for non-Chinese international students. It offers full or partial support, with full scholarships covering tuition, accommodation, insurance, and living expenses, and partial scholarships covering tuition and insurance only. Living stipends are CNY 2,500/month for undergraduates and CNY 3,000/month for Master’s and general visiting students.
Southeast University Jiangsu Provincial Government /Jasmine Scholarship
Southeast University offers the Jiangsu Provincial Government / Jasmine Scholarship to non-Chinese international students. Full scholarships waive tuition, registration, laboratory experiment, internship, and basic textbook fees, and provide free on-campus dormitory accommodation. Partial scholarships are CNY 30,000 per academic year for undergraduate or postgraduate students, or CNY 2,000 per month for 3–12 months for non-degree or exchange students.
Southeast University Nanjing Municipal Government Scholarship
Southeast University administers the Nanjing Municipal Government Scholarship for non-Chinese international students enrolled in undergraduate, postgraduate, or non-degree/exchange programmes. It is funded by the Nanjing Municipal Government and awarded for one academic year or six-month periods. Postgraduates receive CNY 20,000 per year, undergraduates CNY 10,000 per year, and non-degree/exchange students a one-off CNY 5,000 every six months.
Northwestern Polytechnical University Xi’an City “The Belt and Road” International Student Scholarship
Northwestern Polytechnical University offers the Xi’an City ‘Belt and Road’ International Student Scholarship, funded by the Xi’an Municipal Government. It supports undergraduate, master’s, PhD, and Chinese language programme students with tiered tuition coverage and annual living allowances. Undergraduate First Prize covers 100% tuition plus CNY 15,000/year; Master’s and PhD awards include full tuition plus CNY 20,000/year and CNY 25,000/year respectively; Chinese language students receive CNY 10,000/year.
Ningbo University Ningbo Government Scholarship
The Ningbo Government Scholarship is a first-year award administered by Ningbo University for international students. It is funded by the Ningbo Municipal Government and offers RMB 20,000 for Bachelor’s students, RMB 30,000 for Master’s and PhD students, and RMB 6,000 for non-degree Chinese language students.

Liaoning Government Scholarship of Dalian Maritime University
The Liaoning Government Scholarship at Dalian Maritime University supports international doctoral students for a three-year period. Lanzhou University of Technology offers the Silk Road Scholarship of Gansu Province, funded by the Gansu Provincial Government. It provides tuition waivers and a monthly stipend to non-Chinese undergraduate, master’s, and doctoral students enrolled at LUT. Applicants must hold a valid foreign passport, be in good health and conduct, and not hold any conflicting Chinese government or university-funded scholarship.
Dalian Uniersity of Technology Liaoning Government Scholarship
The Liaoning Government Scholarship at Dalian University of Technology supports non-Chinese doctoral students with tuition and on-campus accommodation waivers, a monthly allowance of CNY 3,500, and insurance coverage per Chinese regulations. It is funded by the Liaoning Provincial Government and administered by Dalian University of Technology. Applicants must be under 40, hold a recognised Master’s degree, have strong academic records, provide two professor recommendations, and not hold any other Chinese government scholarship.
Chongqing University Chongqing Municipal Government Mayor Scholarship
The Chongqing Municipal Government Mayor Scholarship at Chongqing University supports outstanding international Master’s and doctoral students. Master’s recipients receive CNY 30,000, disbursed over a period shorter than the normal study duration. Doctoral students are also eligible. Applicants must be under 40 (doctoral) or 35 (Master’s), pass a statutory medical examination in China, and not hold any other scholarship. All application, tuition, accommodation, and medical insurance fees must be paid before the scholarship is disbursed.
Harbin Normal University Heilongjiang Provincial Government Scholarship
The Harbin Normal University Heilongjiang Provincial Government Scholarship is a local government-funded award for international students pursuing bachelor's, master's, or doctoral degrees at Harbin Normal University. Undergraduate applicants must be no older than 25 years old and hold qualifications equivalent to Chinese senior secondary school graduation. Master's and doctoral applicants must hold the relevant prior degree, have excellent academic performance, and meet age and recommendation requirements.
